High 'N' Dry is Def Leppard before the pop-metal machine became spotless, and that is exactly why it hits so hard. The later Def Leppard sound is already visible, but here it is still covered in bar-room voltage, New Wave of British Heavy Metal grit, and the hunger of a young band sharpening its attack.
